A panel of nuclear specialists gathered by the National Academy of Sciences called yesterday for a plant-by-plant examination of the fuel storage pools at nuclear power reactors, declaring the material may be vulnerable to a potential terrorist attack and deadly release of radiation. The panel, in a largely classified 130-page report, concluded that if terrorists succeeded in partially draining water from a reactor spent-fuel pool, an intense fire probably would release large amounts of radiation into the environment.
