U.N. diplomats said Wednesday that the Security Council was near agreement on a draft resolution that would authorize a new investigation into the assassination of former Lebanese Prime Minister Rafik Hariri. Adoption of the resolution was expected Thursday, but Russia, a member of the 15-nation council, was seeking changes to ensure the plan would affirm Lebanese sovereignty, while allowing investigators sufficient independence, the diplomats said.
