Iraq’s Shiite and Kurdish leaders allocated ministries for the first elected post-Saddam Hussein government, while police announced the arrest of 30 men implicated in dozens of murders, beheadings and rapes. The relentless bloodshed continued, with nine Iraqis, including three soldiers, killed in attacks mainly in Sunni areas in the north, security sources said. Separately, at least seven Iraqi commandos died when they raided an insurgent base near Samarra with the backing of US troops, the US military said.
