Militants, Govt. Agree to End Manila Stand-Off

Islamic militants who took over part of a police detention center in the Philippine capital Monday and killed three guards are ready to surrender after the government agreed to their demands, negotiators said. About 10 suspected members of the Abu Sayyaf militant group holed up in the center after their failed escape attempt had asked the government to speed up their trials, guarantee their safety and human rights, and allow them to talk to media.
