Days after a suicide bombing in Tel Aviv threatened a truce between Palestinians and Israelis, Prime Minister Tony Blair of Britain on Tuesday opened a one-day international conference on the conflict, saying that peace efforts in the region remained a “fragile enterprise.” The conference is meant to devise ways to support the Palestinian Authority as it tries to clean up corruption, restore security to contain militant groups and bolster an economy destroyed by more than four years of fighting.
