Tamil Tiger rebels, blaming the government for the killing one of their top leaders, canceled a key meeting with international donors about tsunami relief in the first sign the slaying could disrupt reconstruction and peace talks. Shops and schools in Tamil-majority areas in the north and east were closed for a general strike Wednesday to mourn the death of E. Kausalyan — the Tigers’ political chief in the eastern districts of Batticaloa and Ampara, residents said. The pro-rebel TamilNet Web site said a meeting Tuesday between the rebels, World Bank and Asian Development Bank chiefs’ had been postponed indefinitely.
