The Russian Foreign Ministry said on Thursday that Russia will only use preventive strikes against terrorists abroad as a last resort against a direct threat, the Associated Press news agency reports. “We operate first of all on the basis of international law,” the ministry said in response to Russian media queries about the conditions under which Russia could use preventive strikes against terrorist bases. It said that the U.N. Charter provision giving nations the right to self-defense extends to defense against terrorist attacks in the post-Sept. 11 world. “If a country has suffered a terrorist attack and has serious grounds to believe that a repeat of this attack from an established source is unavoidable, the state … may take the necessary measures to liquidate or decrease the remaining threat,” the ministry statement said.
