Ivory Coast’s President Laurent Gbagbo said on Saturday a law passed by parliament allowing an opposition leader to run for president would go to a referendum, triggering rebel accusations he was wrecking peace efforts. “The only option for (Gbagbo) is war,” said the rebels’ chief of staff, Cisse Sindou. The rebels, who hold the north of the world’s top cocoa producer, do not want a referendum as Ivorian officials say a popular vote could not take place until after they disarm, a stance they reject. On Friday, parliament approved a constitutional change to allow candidates with only one Ivorian parent to stand for president, a key rebel demand as it would clear the way for opposition leader Alassane Ouattara.
