Gunmen attacked a car in the northern Iraq city of Mosul on Friday, killing three foreigners and their Iraqi driver before cutting off the head of one of the victims in a daylight attack.The brazen assault came as the U.S. military said it would allow some residents to return to Falluja, nearly six weeks after an offensive was launched to rid the city west of Baghdad of rebels and despite continued clashes in some districts. U.S. authorities want to get the city back on its feet before the Jan. 30 election, although guerrillas seem determined to disrupt those plans.
