When a sabotaged transmission tower was discovered in the backwoods of Quebec last week, no one was sure whether it was the handiwork of terrorists or pranksters. Then a mysterious anti-globalization group calling itself the Initiative for Internationalist Resistance claimed responsibility and officials took notice. Yesterday, Hydro-Québec, which owns the tower, announced it will tighten security around key installations. On Sunday, a joint anti-terrorism task force including the RCMP, Montreal police and Quebec provincial police raided three Montreal newsrooms that had received a communiqué from the group.
