Fátima Mena Ortega, Tláhuac precinct delegate to the Mexico City assembly, acknowledged that the lynch mob that attacked three undercover police officers in San Juan Ixtayopan on Nov. 23 was already “completely mad” with rage when she arrived on the scene. In a formal declaration to investigators made last Nov. 26, Mena Ortega admitted that she was unable to establish direct communication with either the federal Secretary of Public Security nor the city Attorney General’s Office on the night that two officers were burned to death and a third was hospitalized after severe beatings.
