Iranian and European officials are meeting in Paris to try to finalise a last chance compromise to allay fears about Teheran’s nuclear programme. If a deal cannot be reached, Britain, France and Germany have threatened to refer Iran to the UN Security Council. This is the third meeting in Europe to discuss what’s been called the “carrot and stick package” presented to Iran. The carrots include the offer of nuclear fuel and a vaguely worded promise of increased trade. In return Iran has to stop all its uranium enrichment activities. And this is the problem.
