Serbs Boycott Kosovo Vote, Raising Fears for the Future

International efforts to resolve Kosovo’s future appeared to be set back on Sunday after most of the province’s Serbian minority boycotted parliamentary elections. Preliminary results for the voting on Saturday, the second general election in the Albanian-dominated Serbian province since the United Nations took control five years ago, indicated that turnout split sharply down ethnic lines.
