Determined to quell a week of violence that has killed at least 19 people and possibly many more, Haitian police officers and United Nations soldiers fanned out Wednesday, arresting people suspected of being militants and searching for weapons in a show of force. “We are taking very tough steps to tackle this unacceptable violence,” said Bernard Gousse, the justice minister in the appointed interim government that has struggled to lead Haiti since President Jean-Bertrand Aristide was ousted amid a violent uprising in February. “They cannot kill police officers and innocent civilians with impunity.” Group Profile
