Sweeping immigration provisions in the House’s complex bill overhauling the nation’s intelligence system that could have a huge impact on California were attacked Wednesday as anti-immigrant violations of civil liberties, while backers said they would help secure the nation against another terrorist attack. Dozens of sections of the legislation, which began moving through five committees Wednesday, cover immigration-related topics, including a plan to hire 10,000 more border agents and 4,000 more immigration agents over five years.
