Colombian President Alvaro Uribe has offered to release 50 insurgents accused of minor crimes in exchange for an equal number of hostages in rebel hands, including three Americans, his spokesman said Wednesday. But guarantees would have to be made to ensure that any freed rebels cannot commit further crimes, spokesman Ricardo Galan told The Associated Press. “This is a big policy change,” Galan said.
