The economic numbers indicate that Venezuela’s poor are no better off than they were five years ago when President Hugo Chavez came to power. Even so, the outspoken leader heads into a recall referendum Sunday with support of more than half of them. Chavez has waged a skillful populist campaign, effectively blaming the opposition for the very economic and social problems they have cited as evidence that he must be removed.
