President Bush planned on Monday to call for creation of a national intelligence director as part of intelligence reforms recommended by the commission that investigated the Sept. 11, 2001, attacks, administration officials said. The officials, who spoke on condition of anonymity, said that in a departure from the commission’s recommendations, Bush would not locate the national intelligence director within the executive office of the presidency.
