Washington was disappointed by Manila’s decision to withdraw its forces from Iraq early, but still considers the Philippines a friend and ally, US Secretary of State Colin Powell said. “We have expressed our disappointment to the Philippine government very clearly and at high levels,” Powell told reporters aboard his plane en route to the Egyptian capital for talks.
