Federal investigators on Tuesday appealed a judge’s decision not to issue an arrest warrant against former President Luis Echeverría, who has been accused of genocide in the killing of protesters during a 1971 anti-government demonstration. An official from the office of Ignacio Carrillo, the special prosecutor in charge of investigating decades-old human rights violations allegedly committed by Mexico’s government, presented a short, written challenge to Judge César Flores, the very judge who ruled the case should not go forward.
