A notorious leader of Colombian rightist militias wanted in the United States on drug-smuggling charges is coming to this capital on a controversial visit including a speech to Congress about peace prospects with his group, which is on both the U.S. and EU lists of terrorist organizations. The head of the United Self-Defense Forces of Colombia, Salvatore Mancuso, is due to arrive Wednesday, along with two other leaders of the paramilitary group, which is known by the Spanish initials AUC.
