Libya holds useful lessons as the United States and South Korea pursue their shared goal of peacefully eliminating North Korea’s nuclear weapons programs, the top U.S. disarmament diplomat said in Seoul on Tuesday. U.S. Undersecretary of State John Bolton, one of Pyongyang’s harshest critics in Washington, began talks in South Korea as part of the George W. Bush administration’s renewed drive to resolve a 20-month-old nuclear standoff with North Korea.
