For a nation that has never officially acknowledged its nuclear arms capacity, Israel certainly seemed like a nuclear power this week as it received the leader of the United Nations nuclear watchdog agency, unveiled a new Web site devoted to its atomic program and briefed reporters on its nuclear policies. But even as Mohamed ElBaradei, the chief of the International Atomic Energy Agency, wrapped up a visit on Thursday, Israel said it remained committed to its longstanding policy of “strategic ambiguity” and would not confirm or deny that it possessed nuclear weapons.
