African leaders pressed Sudan on Wednesday to “neutralize” the militiamen and others involved in human rights violations in the Darfur region, but they said they did not consider the atrocities to be genocide. Thousands have been killed and more than 1 million black Africans have fled attacks by the Arab militiamen allied with Sudan’s government who have wreaked havoc in the vast western region of Darfur.
