A bomb detonated an oil tank at a refinery in southern Russia near Chechnya on Saturday, injuring no one but causing a fire that took hours to extinguish, officials said. The early morning explosion at the refinery in Neftekumsk, about 800 miles south of Moscow, was caused by an explosive device equipped with a timer, said Vladimir Gerasimov, a spokesman for the local branch of Russia’s Emergency Situations Ministry.
