Defense Secretary Donald H. Rumsfeld said Friday that nations that tried to make deals with terrorists were repeating the mistakes of the nations that tried to appease Hitler in the 1930’s. “Pretty soon he’s got most of Europe, and the people who thought otherwise were wrong,” said Mr. Rumsfeld, who spoke to reporters after a meeting of Asian defense ministers. “There were people who thought he could be appeased; there were people who thought they could accommodate; there were people who thought they could make a separate deal. And it turned out they couldn’t.” During the meetings, Mr. Rumsfeld and his military chiefs sought to ease fears among Southeast Asian officials that a security plan for the region’s sea routes might encroach on the nations’ sovereignty. He said the plan, called the “regional maritime security initiative,” was still in its infancy, and he said press accounts had suggested incorrectly that American vessels would patrol or use force in other nations’ waters.
