Long before Sept. 11 defined danger for a generation, a Kent County group was planning for mass disaster. Today is the 15th anniversary of the Kent County Local Emergency Planning Committee, which is charged with saving lives in case of a release of hazardous materials. People who have had to evacuate homes and workplaces or who have encountered roadblocks while authorities tend to a chemical emergency have seen the results of this group’s leg work. But the emergency planners are not just about response; some of their best work may never get carried out.
