A car bomb exploded at one of Pakistan’s biggest construction projects on Monday, killing three Chinese technicians and wounding 11 people in what a government minister called a “terrorist attack.” A military source said a parked car exploded as a vehicle carrying several Chinese nationals passed by in the southern city of Gawadar, where the country is building its third-largest port. Police in Gawadar, 300 miles west of Karachi, said the Chinese were traveling to the port, which they are helping to develop, when the explosion happened.
