Amer Azizi, a fugitive sought in connection with the Madrid terror bombings, was indicted Wednesday on charges of also helping plan the Sept. 11 attacks in the United States. Judge Baltasar Garzon said that Azizi, who is Moroccan, helped organize a meeting in northeast Spain in July 2001 that key plotters in the U.S. attacks later that year, including suicide pilot Mohamed Atta, used to finalize details.
