Richard A. Clarke, the former counterterrorism chief in President Bush’s National Security Council, said on Thursday that his former boss, Condoleezza Rice, had a radically different interpretation from his of the events surrounding the attacks of Sept. 11, 2001, even though they basically agreed on the facts.
