NATO faces challenges as it retools for the war on terror

Response force, maritime mission part of overhaul. The alliance that helped win the Cold War and stabilize the restive Balkan region is trying to retool itself to more effectively fight the war on terror. As NATO prepares for a historic expansion from 19 to 26 members this week and heads toward a major summit in Istanbul this summer, diplomats and military officials are working to implement an ambitious blueprint to reform the 55-year-old alliance to meet the demands of the post-Sept. 11 world. Over the past year, the North Atlantic Treaty Organization has established the rapidly deployable Response Force to react to crises worldwide, streamlined its military command structure, and taken over peacekeeping duties in Afghanistan in the alliance’s first mission outside Europe.
