Secretary of State Colin Powell Tuesday called on India to open its markets to defuse worries about “outsourced” U.S. jobs and urged Pakistan to keep Muslim militants from entering Indian Kashmir. Speaking on a trip through South Asia, Powell said he would discuss with Pakistani officials the possibility that nuclear proliferation might be continuing despite efforts to roll up a network run by Pakistani scientist Abdul Qadeer Khan. Outsourcing — the U.S. corporate practice of moving work to lower-wage countries such as India — has become an issue ahead of the November U.S. presidential election because U.S. workers fear their jobs will gradually disappear.
