A U.S.-backed plan to energize and strengthen the global fight against terrorism won broad support from U.N. member nations, but several warned the effort must also protect human rights. Nearly 30 speakers Thursday backed the proposal aimed at helping countries improve implementation of a resolution adopted after the Sept. 11 attacks requiring that they stop supporting, financing and providing sanctuary to terrorists. Spanish Ambassador Inocencio Arias, chairman of the committee monitoring compliance with the resolution, said it was “urgent and absolutely necessary” to revitalize its operations “to strengthen the fight against terrorism.” The proposal presented by Arias would restructure the committee’s staff to improve its ability to provide technical assistance to countries in drafting legislation and adopting administrative measures to halt support for terrorists.
