The armed Basque separatist group Eta yesterday declared a partial ceasefire in which it pledged not to carry out more attacks in the eastern region of Catalonia. The announcement, made by two masked men on a videotape sent to television stations, was denounced by Spanish politicians. “The government rejects all dealings with Eta that don’t entail the laying down of arms,” said the prime minister, José María Aznar, of the conservative People’s party.
