Democratic presidential candidate Wesley Clark on Wednesday proposed giving NATO a new mission to track down international terrorists such as Osama bin Laden, saying President Bush “still hasn’t finished the job he started.” The retired Army general’s proposals came as his campaign sought to make the most of recent gains in polls showing him moving within striking distance of front-runner Howard Dean in New Hampshire. Clark, who has been drawing larger crowds at campaign stops across the state in recent days, outlined a plan he said would improve homeland security and the war on terror. “Like many Americans, I’ve lost faith in our commander in chief,” Clark said in prepared remarks. “He has failed to lead effectively and honestly.
