U.S. Park Police failed to detect a black trash bag left at the foot of the Washington Monument as part of a security drill on Sept. 11, 2003, Interior Department officials said Tuesday. Undercover inspectors within the Interior Department left the bag at the monument. Instead of raising suspicions, the bag went undetected for at least 15 minutes. At the time, the nation’s terror alert level was heightened because of the second anniversary of the Sept. 11, 2001, terrorist attacks. The lapse occurred during a brief review of security on the National Mall, stretching from the U.S. Capitol to the Lincoln and Jefferson memorials.
