A woman was killed and 10 other civilians injured in a blast Friday in Indian Kashmir, where a government official was arrested over an attack last month that killed five, police said. An explosive went off when an army convoy passed a rice mill in Singhpora village, near Patan, a town 30 kilometers (18 miles) north of the summer capital Srinagar, a police officer said. A young woman, Shahzada Bano, was killed and 10 other civilians injured, including three who were in serious condition and taken to a Srinagar hospital, a police spokesman said. The army convoy was not damaged in the blast, which shattered windows of dozens of homes and shops, the spokesman said. Meanwhile, police said an engineer employed with the state government was arrested and would be prosecuted for allegedly aiding rebels involved in a November attack that left five people dead.
