A flurry of arrests has dismantled an al-Qaida cell accused of suicide bombings that killed 62 people in Turkey last month, the Istanbul governor said Friday — but he said several leading members still were at large abroad. About 160 people have been detained in recent weeks, and 35 of them have been charged, Gov. Muammer Guler said at a news conference.
