The federal authorities in Minnesota have arrested a man who is accused of having ties to the terrorist network of Al Qaeda and to Zacarias Moussaoui, law enforcement officials said on Wednesday. The officials said that the jailed suspect had been under surveillance for some time and that he was arrested on Tuesday by members of an F.B.I. terrorism task force in Minnesota, where Mr. Moussaoui was arrested a month before the Sept. 11 terrorist attacks. While refusing to provide the suspect’s name, age or nationality, the federal authorities confirmed a report in The Star Tribune of Minneapolis that he had been able to corroborate some of the government’s account of the background of Mr. Moussaoui, the only person charged in an American court with conspiring in the September 2001 attacks.
