Some Maoist rebels are disregarding orders from their party leaders, thus embarrassing them and leading to some local unit commanders to quit the insurgent movement, rebel sources and analysts say. “The Maoist rebels have been carrying out activities against the recently adopted decision of the politburo of the party which has apparently embarrassed and annoyed top leaders,” a rebel source said requesting anonymity. Last month, in a major policy shift, Maoist chairman Pushpa Kamal Dahal, alias Prachanda, announced the party would no longer carry out political killings or destroy public utilities or infrastructure.
