People in Kerbala, a sacred Shi’ite city crucial to postwar Iraq’s stability, surveyed the debris of a lethal bombing and wondered how much more destruction lay ahead. “The devil Saddam Hussein is gone. Now another devil is back terrorizing us,” said Idris Abed, a former army officer. “We are scared to walk the streets and we are not safe in our homes. If security does not improve, there will be more explosions and death in Kerbala.” Shocked Iraqis gathered near piles of rubble that were once the reception area of a hotel. They described how Monday’s blast blew the limbs off its victims, killing at least two.
