Visiting the only Northeastern state he carried in 2000, President Bush campaigned today in New Hampshire, calling for lower federal taxes and continued vigilance against terrorism. “Sept. 11, 2001, moved our country to grief and moved our country to action,” he told a cheering audience in Manchester. “We made a pledge that day, and we have kept it. We will bring the guilty to justice.
