A militant group affiliated with Palestinian President Yasser Arafat’s Fatah faction claimed responsibility for killing an Israeli near the West Bank town of Jenin on Thursday. A member of the al-Aqsa Martyrs Brigades said its gunmen carried out the ambush, the latest incident in a surge of violence. The shooting came hours before Palestinian Prime Minister Mahmoud Abbas was to demand new powers to promote peace talks with Israel in a pitch to parliament likely to deepen a confrontation with Arafat.
