President Alvaro Uribe has proposed a controversial new way to encourage gunmen who committed massacres and other atrocities during Colombia’s civil war to lay down their weapons: pay a fine and skip prison. Interior Minister Fernando Londo@ntilde;o presented Congress with a bill that would let members of illegal right- and left-wing armies win immunity by paying restitution to victims’ families or human rights groups.
