Britain was to formally submit to the United Nations Security Council a draft resolution to lift sanctions against Libya imposed after the Lockerbie tragedy. London said late last week it would propose the resolution after Libya accepted responsibility for the 1988 Lockerbie airplane bombing and agreed to compensate families of the 270 victims. A vote by the council was expected to take by Friday at the latest, diplomatic sources said Monday. The US and Britain have said they are prepared to allow the lifting of UN sanctions on Libya “once the necessary sums” have been transferred to a holding account, although France has indicated it might block the vote if Libya does not increase compensation to victims of a different bombing.
