US officials said they expect al-Qaeda to stage another terrorist attack on the United States in spite of efforts to prevent it. “We operate toward the notion that there will be one, and I think we have to. And I don’t think that the horizon we look at should be anything other than accepting the reality that we are a target,” Homeland Security Secretary Tom Ridge told NBC television. Ridge and Attorney General John Ashcroft said security improvements put in place since deadly September 11, 2001, strikes by the Islamist militant group have prevented more than 100 new attacks. But both acknowledged that al-Qaeda was studying the United States and its defenses for any vulnerability as officials race to close them. “I believe al-Qaeda wants to strike us.
