A former CSIS agent who was expected to testify at an accused terrorist’s deportation hearing cancelled at the last minute. Jean Luc Marchessault cancelled Monday after his lawyer received a letter from the Canadian Security Intelligence Service that warns former employees of certain legal obligations. Public officials who work with security agencies are generally required to sign secrecy oaths. “That letter intimidated our witness,” said Bruce Engel, lawyer for Mohamed Harkat. Engel plans to file an “abuse of process” motion against the government later this week. Marchessault was to testify in Harkat’s case. CSIS has accused the 34-year-old Algerian refugee of being an al-Qaeda “sleeper” operative, meaning he stays in Canada but doesn’t act until ordered to by the Islamist network. Full Story
