Colombo has sent a secret proposal, apart from a public one, to the LTTE aimed at making the separatists rejoin peace talks, a government source told Hindustan Times. Media reports since Sunday are speaking of a proposal for an LTTE-dominated Interim Administrative Council in the country’s North Eastern Province (NEP) that does not entail vital subjects like security, police, land and revenue. Political observers have been wondering how the LTTE, which stalled the peace talks demanding an all-powerful politico-administrative structure, would agree to such a proposal. However, there has been total silence from the LTTE’s side on the subject. It has made no comment other than saying that the proposal would be examined by the Chief Negotiator and ideologue,the London-based Anton Balasingham. A well-placed source told Hindustan Times that what appeared in the press was only “one” of the proposals and not “the main” proposal. The source was critical of the proposal published in the press and said that its author was a cabinet minister who had not been sensitive to some of the issues involved. Full Story
