Seeking the first complete suspension of Palestinian violence against Israelis after 33 months of conflict, Palestinian leaders reached beyond Hamas and Islamic Jihad today to persuade other, smaller factions to join in an announcement planned with those two groups for Sunday, Palestinian officials said. Separately, Israeli and Palestinian field commanders planned on Sunday to renew direct contacts severed during the conflict to iron out details for the transfer to the governing Palestinian Authority of security control over parts of the Gaza Strip. Israeli tanks were expected to begin pulling back by Monday. The Palestinian truce agreement, which officials cautioned could still be postponed by renewed violence or last-minute disagreements, calls for a “suspension of military operations against the Israeli occupation” for three months, beginning the day it is announced, said people familiar with its contents.
