Germany has offered to help the United States rebuild Iraq’s infrastructure with members of its Technisches Hilfswerk, a relief agency that is part of the Interior Ministry, embassy officials said yesterday. The officials said the agency’s mission is to provide help following natural disasters and conflicts. The offer followed a visit to Washington last week by Interior Minister Otto Schily. Schily met Thursday and Friday with officials including Vice President Cheney, Attorney General John D. Ashcroft, Homeland Security Secretary Tom Ridge, CIA Director George J.
